AC Milan forward El Shaarawy would consider an offer from Galatasaray according to his agent Roberto La Florio.
"Galatasaray are a big club, they play in the Champions League and are very ambitious," La Florio said speaking to Radyospor.
"If Galatasaray are interested then obviously we would consider any offers made.
"It's an honour for a manager like Mancini to be interested in El Shaarawy, if our terms are met we would be open to talks however, for the time being El Shaarway is keen to continue at AC Milan."
Galatasaray Chief Executive Officer Lutfi Arıboğan recently stated the club will be targeting young players during the transfer window.
"Our main goal is to target younger players and reduce the average age of the team," Arıbogan said.
Galatasaray's squad has an average age of 28 - the the second oldest squad in Turkish Super League.
The Lions €10 million signing of 19-year-old Bruma over the summer is as an example of how the clubs transfer policy has shifted towards bringing in younger players.
AC Milan signed El Shaarway from Genoa for €15 million in 2011. The Italian international has 24 goals and 11 assists in 78 appearances for the Rossoneri.
The 20-year-old has also been closely linked with Premier League outfit Liverpool.
