Andre Villas-Boas has admitted his admiration for Willian, but denied reports Tottenham have tabled an offer for the Anzhi Makhachkala ace.
Anzhi owner Suleiman Kerimov has decided to drastically cut the Russian club's budget and is ready to sell his star attacker this summer.
Reports in the media suggested Spurs had made a move for the Brazil international and will rival Liverpool for his signature.
However, when asked on Monday whether he had launched a bid for the 25-year-old, Villas-Boas said: "No, no."
The Tottenham manager did, however, reveal he is a big fan of the former Shakhtar star, adding: "He is a player who I appreciate. He belongs to them and I respect them so I wouldn't like to extend myself too much."
Spurs have splashed out close to £60million this summer, with Paulinho, Nacer Chadli, Roberto Soldado and Etienne Capoue all arriving at White Hart Lane in recent weeks.
But, after seeing his side scrape past Crystal Palace in their Premier League opener on Sunday, Villas-Boas is keen to strengthen further.
"We haven't finished," the 35-year-old said. "We have a very, very good squad. We have done most of our activity in the market, but we are looking further on that. There is a possibility [of new signings], yes."
